History and made-up stories:
According to the story of Tirumala, Brahma comes to earth to run the festival. Brahma is in charge of the festival, according to Sri Venkteswara Sahasranamastotra. This is shown by the small, empty wooden chariot (brahmaratham) that moves ahead of the processions of the Venkateswara processional deity Malayappa.
The first time festivals were talked about at the Tirumala Venkateswara Temple was in 966 CE, when the Pallava queen Samavai gave land to the temple and told the money from it to be used for festivals. Before 1582, Brahmotsavams were held up to 12 times a year.
